JDC Frequently asked questions (FAQ)

JDC is ‘JAWDA Data Certification’ to be attained by facilities as per DoH Methodology. This must be renewed prior to the listed expiry date of certification. 

The Department of Health (DoH) has signed an agreement with Emirates Classification Society (TASNEEF) to Certify Healthcare Providers in the Emirate of Abu Dhabi in data quality. As an independent government company, TASNEEF through its subsidiary TASNEEF-RINA Business Assurance (TRBA) will provide an objective and independent third-party approach in this Certification (JDC) Process.

DoH E/M audit of facilities, which was to be renewed annually, is now included in JAWDA Data Certification (JDC).

In reference with “HAAD Periodical No. 45 – Health Insurance” as of 11 July 2011, and the notice published on 25th August, 2016 regarding the Service Level Agreement (SLA) with TASNEEF through its subsidiary TASNEEF-RINA Business Assurance (TRBA) to issue Clinical Coding Certifications; DoH announced an amendment and it has been decided to rename “Clinical Coding Certification” as “JAWDA Data Certification”. 
As per the circular dated 10th January 2018, Jawda Data Certification is now mandatory for all the healthcare providers including Dental and Self-Pay.

As per the notification published on 25th Aug, 2016 by DoH starting 1st January, 2017 all the audits for JAWDA Data Certification will be performed by TASNEEF through its subsidiary TASNEEF-RINA Business Assurance (TRBA) only. 

Yes, as per the DoH methodology 2018, it is mandatory for all the healthcare providers (except Pharmacies, laboratory, school clinics and optical services) to be audited for JAWDA Data Certification. 

No. There is no need to apply for E/M audit additionally. JAWDA Data Certification is a comprehensive audit on clinical data quality of in the facilities including audit on Clinical Coding. 

DoH and TRBA has published an Audit Planner with the schedule of audits distribution across the months for next year for all the listed facilities. All providers are expected to apply for certification through TRBA website (link), at least 2 months prior to the published schedule. If your facility is not in the published schedule kindly contact ba.jdc@tasneef.ae for an audit schedule.
It will be the responsibility of the facilities to request an audit schedule with a minimum of one month prior to the existing date of listing expiry.

Yes, the methodology has been modified and enhanced. This can be accessed from TASNEEF-RINA Business Assurance website.

During Process Review, the identified deviations from the standard process will be rated as major, and minor along with scoring. Not meeting the expected rating may result in a follow up-audit or re-audit.

Each domain has an individual scoring. A total score of 86% is required to meet the passing criteria and does not depend on any individual domain.

A follow-up audit is conducted to verify that the major non-conformities or deviations identified during the process review have been fixed, even though the facility has attained passing score of 86% in the initial audit.

A re-audit is conducted if the facility has failed to achieve an overall score of 86%. 

Grades are assigned based on the overall scoring achieved by the facilities. Validity of certification is based on the grade obtained by the facility.

Audit duration depends on sample size according to the Tier system. It will be communicated to facility after contractual agreement.

  1. Facilities are expected to follow the Audit Planner and initiate the certification process at least 2 months prior to the scheduled date.
  2. Note: Facilities with schedule in January and February should initiate the process ASAP 
  3. at JDC Web page (link), and click on “Apply for Certification” to fill in all the required details.
  4. If your facility is scheduling for renewal of certification, do not fill the webform, instead download the Application form available on website and fill all the required information before submitting to ba.jdc@tasneef.ae 
  5. You will receive the contract based on the tier information provided by DoH.
  6. Send the signed contract to TRBA without any delay.
  7. Please send the required pre-audit information as requested by TRBA. The Pre-audit detail forms (Audit Interview-Nominee form, and Coder Credential reporting form and Details in Letter of Request) to be filled by provider are available on the website.
  8. Audit timings and auditor details will be communicated to the facility in audit plan.
  1. To appoint a point of contact (audit representative) for all audit activities
  2. To initiate the certification process per the audit planner schedule for your facility.
  3. To fill the forms of coder credential reporting, Nominees for audit interview
  4. Schedule meeting with Quality officer or concerned authorized person who is responsible for submission and reporting of JAWDA KPI to DoH
  5. The audit representative shall co-operate in the evidence collection process during audit
  6. Ensure that the nominees from selected departments are available for interviews as scheduled
  7. Arrange for a working space comfortable enough to conduct the audit without any interruptions.
  8. Ensure the audit process for the general, dental and self-pay are accommodated and arranged as required.
  9. Ensure that the audit findings and action plans are routed through the CEO/COO/CFO of the facility.
  10. Ensures that all the compliance measures are in place in the facility

All the contracts are simple to understand, unified with fixed tariff and are dependent on Tier information provided by DoH. If you still need any clarifications, kindly contact TRBA. 

All the audit schedules are predetermined and any change in schedule involves complex administrative changes to manage. Hence no change requests will be considered. However, facilities are free to write to us in case of any such concerns resulting in financial loss. The reasons for change request will be evaluated and may be considered if convincing for criteria of exceptional conditions however, only depending on the availability of a schedule.

Yes. An additional invoice will be generated if the facility falls into the category of follow-up audit, based on initial audit findings. 
A new contract must be signed for re-audit, if the facility fails to achieve a minimum passing score of 86%.

Facility must follow the re-audit process as mentioned in the methodology. Re-audit is chargeable with additional contract for re-audit.

The results will be published with-in 30 days after submission of audit report for final review, according to the criteria of certification guidelines and terms and conditions. Please note that the reflection of listing on Shafafiya is subject to the upload by DoH.

Yes, you can still apply for a new facility listing (previously known as E/M exemption). However, the listing will be on Shafafiya by DoH.

Yes, there is a nominal fee for listing New facilities for 6 months and an additional fee for extension to another 6 months. A unified contract will be sent for agreement. Fee for listing and extension will be mentioned in the agreement. If a facility needs an extension, an additional invoice for extension fee will be issued after receiving the extension request.

On JDC Web page, click on “Apply for Certification” and select the request type as “New facility listing”. The process of listing will be initiated after receiving the signed unified contract for new facilities listing. The below mentioned documents must be submitted for TRBA review at 
ba.jdc@tasneef.ae

i.The Facility’s CODING Process Flow Map (a process flow map explaining the coding process followed in your facility)
ii.A letter stating all the above as well as a summary description of the coding process flow in this facility.
iii.Proof of Coder current certification and/or experience (proof that the certification is current, active and valid) 
iv.Proof of Continuing Education of the coder
v.If facility does not have a coder, should provide a coding outsourcing contract with additional documents evidencing the required coder credentials and experience.
vi.Once the documents are reviewed and if these meet the required criteria your facility will be listed on the Certified Facilities list and you will be communicated about the listing validity period. If your facility license is older than 6 months, then a slightly different process will be followed, however the above criteria must also be met.
  Any dysfunction of the application in website cannot be a reason to cause postponements or not fulfillment of the process; in this case TRBA and the facility shall communicate to handle the contract manually.
